Well, no one ever gives me any true advice on my problem so I guess I'll describe it.
So, there's this girl that I have know since I was 6, but as of about a year ago, I started to have feelings for her. Now, we're freshman in college. I was pretty sure that she friend zoned me because I never made a move and she kind of had a boyfriend (I literally mean that 'kind of') back in September, but she was drunk on a particular Saturday in September and told my sister that she thinks I'm her soul mate, but she doesn't see us together yet (technically, she was still with the other guy when she said that). Later that night, she saw that guy hooking up with a different girl and that effectively ended her relationship with that guy. Since then, we've been hanging out a lot more frequently, but I still am confused by what she said back in September. So my main question is should I risk it and tell her my feelings or should I wait until I clearly know that she wants us to be together?

Take that jump! She can see herself marrying you. You're her #1 choice. Take her on a date. During the date tell her your feelings. She will feel the same way, when she does, give her a kiss to seal the deal. On the VERY small chance she doesn't like you that way and you tell her your feelings, shrug off the rejection and try again after a couple months have past. In those two months be slightly more physical with her, touch her leg or shoulder frequently. She will get the message. Show her what a great guy you are, your passions, desires.
