Not true. Technically the government is controlled by the people and vice-versa. In America, the government IS the people. At least, it's supposed to be that way. When one of those balances ceases to be true, then you have anarchy and dystopia.

I didn't mean it like that. If the people are out of control, there is anarchy. If the government oppresses the people, there is dystopia. And I agree with you, which is why I included the sentence "At least, it's supposed to be that way."

I take anarchy as overthrowing the government or a rebellion. Which is not always chaotic, or a bad thing for that matter.

Then you're taking anarchy incorrectly. It is simply the organisation (operative term) of society on the basis of statelessness and anti-capitalism.
