I thought the same thing when I bought Vice City on my tablet but they really pulled it off. I was able to do every mission with little to no problems with the controls.

San Andreas had missions that were hard to do on a controller, so touch screen will be a nightmare.

I'm pretty sure they made the AI easier in Vice City to make some of the more combat intensive missions easier. For instance: the one mission where you need to go to the boat in the harbor and steal the plates for the print works, I beat that in one try on my tablet and that was one of the missions I would die constantly on the Xbox and PS2 versions. Or the mission where Lance flies you over to Starfish Island in a helicopter and you assault the gang houses, that one seemed a lot easier too.
