Kind of rolling off topic here, but have you had any issues getting the DLC assignment completed that unlocks the m-tar? I did everything it asked of me in one game, but didn't receive the weapon, nor a notification of the completion of said assignment.
OT: You must be missing one of the weapons/dog tags. If not, than I'm clueless.

If we're you're talking about the m tar on Battlefield 4, then I can't help you there. I'm playing on the ps4 and I haven't received that DLC yet, but I'm definitely not missing any of the collectibles I even went back and watched videos for them. I've heard some dog tags might be glitched, so I guess I'll just wait this out.
