Great idea on papervbut I'm not too sure how well application would go. Not every B.net user has a credit card, and I'm sure there is at least one or two without a phone.
It's a very good idea and here's what I'd like to add to it. What if to become a verified account, Bungie sent you a physical letter in the mail? I know it's exspensive and a bit old fashioned but it could be a great piece of advertisement.

People don't generally share a cell number, but multiple people definitely share an address. Also, people in and just leaving college often move around quite frequently before settling down in a permanent residence. I know I've had 5 addresses in the last 5 years.
