Some legitimate users have no credit card nor cell phone, so it wouldn't be deterring the right people. I think making it so you must link an active GT to it makes it more open to all, and less able for alts to be as prominent. Not the best solution, but more aimed at the problem.

Those people who don't have a cell phone or CC, would still be able to use the site as they always have. Absolutely nothing would change for their user experience. Sure it adds an extra step to the process of creating an alt, but you could still potentially create as many as you wanted.

Active gold accounts aren't free, so there is a little more too it than that. No idea about Playstation Network though. But if it cost them money to make the account, that should greatly limit the amount of alts.

That might have worked better before Microsoft changed their Gold Policies. Now, Gold accounts are basically all family accounts. So one gold membership gives any account on your box gold features. In any case, the point of my post is not so much about how to verify accounts. I was just throwing out examples. The point is what a verified vs unverified account does to the Hide/Mute calculations.
