You know what too? I'm glad that technically he's dead too. What we know about Cole is flawless, and unless 343 is really stupid, they can't bring him back and destroy his legacy.

I think that's just their way of saying the UNSC would let him have his James-Kirk-esque retirement after all he did for humanity, i.e. they know he's alive but'll leave him be.
