My personal opinion is that reviewers are going to be more critical of games at the start of this generation and will be looking for a truly amazing game before handing out 9's and 10's and setting the new standard.
This goes for all platforms and is just my opinion.

Seems that way. I haven't seen a high score of a 9 on any of these recent games that are also available on both current and next gen. Seems reviewers are upping their expectations for this next gen.

I agree. I feel that this is a chance to hit reset on some of the out of hand reviewing.
