Yes, and what I got out of it is that Microsoft wants to get rid of game patches.

No they dont, they want developers to use their dedicated servers to make changes server side on games that will allow it. Similar to every multiplayer game already on the market, devs can change settings server side to fix some issues. If there were still problems client side, the devs can still put out a patch to fix it, microsofts not gonna stop them and tell them they cant release a patch to fix a broken game.
