When they are in YOUR control yes. One time I played a 1v1. It was PvP. Both me and the other guy built fleets of 30+ Void Rays, fully upgraded and everything. I had a few tricks up my sleeve however, as I managed to sneak in about 5 Carriers into my fleet. The dude didn't micro his Void Rays right and they concentrated on my Carrier's Interceptors. It was batshit insane.
