Its a pikachu that fought and got a simultaneous knock out with a legendary type, good luck finding another pikachu like that.

They did, it was just a way to keep comic relief villains in the show, but then they decided to give Pikachu a huge movepool, iron tail, volt tackle, thunder, ect ect and make it stupidly powerful to make it seem like team rockets presence made sense.
