Unless 343 said otherwise, this will not get you Recon armor.
I did all these multiple times to help people get Recon back when it was an option, and will say go for playing them because they're fun, but don't expect the armor. I do not think that it is an option anymore.

I was wondering about the service records not updating anymore on bnet.. :( Sadtimes.

You can look on waypoint to see all your service records frand. They keep them updated there.

I believe recon was released for everyone on H3.

Have you checked lately? Recon helmet should be unlocked regardless if you were playing H3 at the time. It caused a stir.
