That's like saying if Africa fixes all their problems it'd be a great place to love. Yea, it'd be nice, but realistically it's never gonna happen.

Why not? They fixed a lot of the complaints people had in halo 4, it's just that the population of players had come and gone, and hardly anyone stuck around for when they got their act together. Heck, they even balanced the dmr!
