Hm. Johnson is kind of a Spartan. He was a part of the Orion Project which was basically the Spartan I program. However I could be wrong because 343 may have changed this - honestly I couldn't keep track of the franchise anymore after they took over. If I'm wrong - or if 343 did make some change - someone please correct me.
