There are multiple reasons for this, but a large part of it is definitely the Republican party's fault. They've been championing pro-economic growth, while simultaneously cutting school funding, for years now.
An educated country is a economically competitive country, but they've consistently disparaged the intellectual elite as self-interested and corrupt. Why? There's 2 major reason: A) The majority of the educated class disagrees with their philosophies, and B) The Republicans [i]rely[/i] on uneducated voters.
All of this has coalesced into a backward situation where a large part of the uneducated class has been tricked by the Republicans into despising the very thing that would uplift them- Education.

America spends more money on education per student than pretty much every country in the world yet test worse. That isn't political, both sides acknowledge that as fact. So you're just plain wrong.

It's not just about funding. It's an attitude that's been spread around the US for the last couple decades. Many people, mainly in the lower class, view education as an unnecessary or even corrupt force. All you have to do is listen to GOP radio for a day to realize it. I've been listening to it every day for years and they consistently put down scientists and intellectuals as being stuck-up elitists who only care about the "Liberal" agenda. Take Global Warming for example. There is a consensus among scientists that it exists and is caused by humans, but Republicans disparage it as Liberal Propaganda so they can keep the Coal and Oil industries(Some of their largest supporters) running. They've somehow persuaded a large part of the US population that it's all a conspiracy, and it's not just Global Warming. Trickle Down Economics, Laissez-Faire Capitlaism, anti-gay marriage and gun control. All these things have been proven to be wrong by history, scholars, or just plain logic, but the GOP has convinced a lot of uneducated people they make sense. It's only going to get worse too. More and more people are buying into the Republican agenda and rejecting education as a "force of Liberal indoctrination". They won't go to college, their kids won't go to college, and none of them will support programs that would make school stronger. Not as long as they believe the bull, anyway. People just get so caught up they can't step back and think about it. Doesn't it seem just [i]a little[/i] suspicious when an entire organization puts down societies smartest people? I think so.

Funding is a problem. Sure, maybe we do fund our schools more than the rest of the world, but that doesn't mean we don't near more of it. It takes a lot of effort and money to educate a populace as stupid as the US's.

I think its because we are not allowed to backhand our students when they do their shit talk or step out of line. Giving them detention teaches them nothing but the fact they can get out of class. Then use Detention as the excuse as why their grade is falling.

Most countries ahead of us don't engage in classroom punishment anymore either. If anything, countries outperforming us like Norway or Sweden probably are even more "soft" when it comes to punishment than we are being very left leaning.
