Sony has made it mandatory for all PS4 games to be compatible with the PSVita's remote play functionality. Whether or not they use other second-screen functions, is entirely up to them.

I don't think they actually made it mandatory, but it is heavily implied that remote play will work with most new titles.

In this video/interview with Jared Gerritzen (One of the developers of Blacklight:Retribution) he confirms that Sony requires all PS4 games to be compatible with the Remote Play function of the PSVita
