Sure, he'll give lip service to it. Let one legislator try to add his suggestion in, and they'll feel the whole weight of the NRA land on them like the hand of god.

That's probably fair. People forget that the NRA led the way in passing reforms to the federal instant background check system in the late 1990s. But today, the NRA is making the point that more and more laws won't matter if the feds don't enforce the ones on the books already.
