He needs money but he has enough to print out those cards?
I don't give to panhandlers because I don't know if they are going to actually use the money to better themselves or if they are just going to feed a habit. I know that there's a lot of stigma about going to a shelter but that's the only way I know that they are going to try and fix themselves.

Maybe the cards were a favor? It's not that difficult to make cards like that at a copy store. Maybe 15 minutes and $20 will do it. It's like any other investment.
