Which book is this Jenkins character in? Hate to say it, but I've only read "Fall of Reach."

As many have pointed out, he's in The Flood and Halo CE, but he's also a supporting character in Contact Harvest. He almost killed Tartarus too. Dang Brutes can take a beating.

Jenkins was in The Flood, and in Halo CE. It was his helmet the Chief picked up to watch our first encounter with the flood.
