This is something where I--a software developer, by the way--would trust Microsoft over Sony. Microsoft has decades of experience making APIs. Even if it's horrible right now, I'd bet on Microsoft fixing it

Not at all is this information un-proven, the way both of the consoles coordinate the way they use there individual hardware (speculation formed off of paper-written specs, and what developers and Microsoft or Sony had to say about the subject), indicates that what the quote stated will be how the hardware justifies what it will be focusing on.
