I technically wouldn't as I've done a year of charity work, though I doubt it'd be accepted as good enough by the government, either way it's a system that exists only to benefit certain people and it's at the discretion of the Secretary of State so it's easily abused.

I wouldn't worry, it's still in the early stages, it's already facing heavy resistance and little support, the only thing that needs to come of this is showing the government that we will not allow such a service, not now or ever.
