Compares frames. Don't bother past 60 really, the reason people play high frames is so that drops aren't as noticable.
60fps to 40fps is better then 30fps to 20fps. So someone playing at (insert over 60fps) are basically set with a smooth looking game, drops won't be bad. Some monitors won't display over 60fps. Its all preference, some companies sacrifice graphics for consistent smooth frames.
