A cheaper platform to play games means more money to buy games. If you decide to buy a Vita sometime after you've already owned a Vita TV and bought some games then you would already have a library of games waiting for you to play on the go.

Exactly. It does not render the "portable Vita" useless. It makes a platform more viable for development, for when if someone eventually decides to get one to enjoy their games on the go, they can, It is just another platform in the family that will support all the PlayStation family of games. This is definitely smart, and pre-orders in Japan already sold out.

If I can play Vita games on my TV, why would I need a Vita? The DS3 [i]controller[/i] has made the Vita obsolete by the design of this peripheral.

Except for portability most people don't buy the Vita, most prefer the 3DS. So now why buy the Vita when I have a cheaper option?

Then buy the cheaper option. Which is still a Vita, and be a Vita platform sold. If this takes off due to the price, it will cause developers to take notice, make more games, and benefit everyone who owns a Vita platform. It is still a Vita sold. It's not a bad thing. In fact, this can boost the total platform even more.
