Unless they find a surefire way to make it so you can't download music illegally period.. like you get a huge fine for it, then there's no way. Some ISPs have tried this already. My friend downloaded The Avengers and he got a 200 dollar fine on his next bill.

My friend pirated Sims 3, and the next day his ISP threatened to take him to court. He hasn't pirated anything since.
