Great to hear.
They're trying to avoid the sort of thing that contributed to the fall of Halo... either you had to continuously buy DLC to continue enjoying the game or you paid for content you rarely got to use. Both are terrible extremes.

I still want back the twenty bucks I spent for the Reach map packs. Biggest regret in term of video game purchases.
