Are you sure it has region lock?
Some games can play in any console. For example my Halo 3 is NTSC but my 360 is European and it works fine. Or did you check on that to confirm?

I can't really say other wise. I guess he must be right, but who knows. Pretty shitty of Ubisoft to region lock.
