Good for him. He feels his gender doesn't match his sex and is willing to go against the norm and show everyone that the two aren't necessarily identical, and the situation isn't binary either. Good luck to her.

Is there really a chance the Army could have to pay for it? I'm completely fine with him wanting to do it, but it can't be covered under any heathcare he (probably no longer) receives, right?

Hell to the no. And ya know what, I'm all for him wanting to be a woman. Provided he can find a medical provider and/or pay for it. Because I'm pretty sure that you can't commit crimes against the US and still be part of the armed services and collect the benefits from it.
