Halo has plenty of "fleshed out" characters (not all of whom are human), that said the vast majority of them are from the novels since it wasn't until CEA that I would call a character outside of Thel and Cortana [i]truly[/i] fleshed out (I refer to the development that Guilty Spark received in the Terminals)...
I don't think that the gaming industry necessarily needs to change the way that the narrative is driven or characters are developed, they just need to do it in a meaningful way through the tools that we have right now. Storytelling can be done in so many ways, something which games like The Last of Us do really well is storytelling through the environment - everything is present for a reason, there is a story behind everything being where it is. Not enough games do this because a lot of the time we just see level spaces being used for the player to move to the next area.

True, and I elaborated on what I meant with having Halo in that list in the last paragraph
