I believe all HDMI cables are 4K ready, but the only go up to 30 FPS. So really all they're saying is that the Xbox One includes an HDMI cable.

I think it depends on the brand of HDMI actually, will check. Also is the PS4 4k capable along with Xb1?

Both the PS4 and Xbox One have 4K support, but they won't be able to play any games at 4K because the hardware in each console isn't powerful enough. They are powerful enough for 4K video playback though.

Ya But games won't play at 4K, just an FYI. The 4K support will be for videos only.
