The S-2s and even the S-3s are far superior to S-4s in terms of individual performance.
But S-4s are superior due to their numbers and effectiveness.

Spartan IIs and IVs are superior to Spartan IIIs in terms of equipment.

The IIIs have better equipment than the IIs. The IVs presumably have better equipment than the IIIs.

SPI armour is considerably cheaper than Mjolnir armour, and lacks the majority of the enhancements that the Mjolnir armour gives to Spartans; and it doesn't have shielding either. It is made of a less durable, less dense alloy than MJOLNIR armor. Spartan Kelly-087 dented Holly-G003's armour with her fist when she first encountered SPARTAN-IIIs.

Link to that? Spartan IIIs were issued with SPI armour, with the exception of certain teams i.e. Noble team.

The "new technology" he is referring to is the augmentation process. It was a high risk for the Spartan II candidates, but the risk was extremely low for Spartan III candidates because of said "new technology". The Spartan IIIs were used to be disposable on suicide missions.

The augmentations were better. Spartan IIs had better equipment than the Spartan IIIs. Mjolnir armour steamrolls SPI armour.

Yes, but that's because, at the time, MJOLNIR was too expensive to be mass-produced and given to every III. Apparently that problem was fixed by the time the IVs showed up. Or 343 just conveniently ignored it.
