Not exactly. In Hunger Games (that's what I'm basing it off because that's what I'm most familiar with) sponsors help you if they think you're good, whether that be in terms of the competition or otherwise. That's where upgrading likability factors in. It wouldn't be called in, either, it's something you are awarded when someone else decides to give it to you. You wouldn't be able to decide what it is or when you get it, you can only hope you've done enough to make it likely to happen, and hope it's something useful for your situation.
