All surviving Spartan II's and III's went into the Spartan IV program.

Noble Team (Except for Jorge, who was a Spartan II) are all Spartan III's. They were an elite team, so were given Mjolnir Armor instead of the regular armor given to Spartan III's. Spartan III's were developed to be a cheaper mass-produced version of Spartan II's. They're still FAR superior to Spartan IV's though.
