Pretty sure it's going to go down like this.
Your PSN/Gamertag will be visible to everyone in the world.
Your Character name will be visible to you in menus.

It could possibly be that it's entirely up to the user. Since it seems Destiny is going to be a game where everyone will have a unique experience, I'm sure Bungie will have thought if all this. If it's your preference to show gamer tag, character name, or both, I'm sure Bungie has it covered.
