Bit late now. Halo has been dumbed down so much that you can't call it a competitive game anymore. Halo 3 is your best bet, but the players lack nowadays.

Any chance you think the population might spike when it comes free?

I would love it to, but it's not going to spike very much for very long. You will easily find games at all levels in Team Slayer. I can't find games in Snipers or Swat 45 high, and I can barely find games in MLG at level 40. Lone wolves, I can still find games sometimes at 45.
