No I don't believe they will have a map creator mode Because its a shared world shooter and a persistent world therefore too difficult to make and too difficult to use

I don't think Halo 4 will have a Forge or Custom games because there's no way they could come up with a storyline that accounts for Spartans shooting other Spartans. {See how stupid such a statement sounds?}

The idea was totally just for thought, I assume you didn't read more than the title? The first sentence of the actual idea stated how they could remove the map creator from the open world aspect.
