Godzilla's not a lizard, so he wouldn't have hemipenes. If we go by his dinosaur anatomy, he'd most probably either have a cloaca or one massive a$$ penis. Though the cloaca guess is probably better, as it's based off birds today (well, with the exception of Anatidae...)
