That would be a tremendous undertaking that would take YEARS to make.

Yes, it would, but it wouldn't be so bad if you recruited a bunch of people and really got them going on it. Most of the textures, weapons, and enemies are in Fallout 3 and NV anyway. Although size is an issue. Fallout 1 and 2 are gigantic.
