MGS4 pretty much retconned that aspect of MGS2.
Originally, Liquid's spirit was really supposed to have taken over Ocelot. And it would have made some sense, considering what we learned in MGS3.
Still, it doesn't really explain how his vocal cords changed to match those of Liquid's.
