Randall Flagg is just an allusion to Satan, and has an idiotic obsession with cow-boyish crap (depending on which iteration we're refering to) that cannot even closely hold to the pure desire of Team Rocket to capture Pikachu. Sauron is an [i]eye[/i], and his previous armor when in mortal form was like so First Age, so he can't even match up to the fashion sense of the Rockets. And Fontaine? He's just some allusion to Ayn Rand's works, who's focus on greed and being the strong individual could never match the strength of team power that Team Rocket shows constantly!
