That picture doesn't make sense.
When you shoot a laser pointer you only see the origin point and the area shot at. The whole beam isn't visible unless there's thick mist around.

If the beam is strong enough in power it scatters really brightly off normal dust particles in the air, if you've ever seen a really powerful laser in real life you can always see the beam even without mist.
