I think there should be loyalties for every used game sale to give back to the publisher

To make up for lost sales properly the royalties would probably have to exceed the cost of the new games.

I see what your saying but you have to consider some people would of never bought the game we in the first place so the royalties (a decent amount too) should split the difference

It's not as straightforward as splitting the difference (especially for new release titles where the used price is usually only around 10 or 20% less than RRP), and adjusting for royalties from there would also have effects on the costs of the system.
