Aside from the data collection the things that bug me:
A contractor was given this level of access.
He fled to Hong Kong (China) which is essentially an adversarial country.

Hong Kong has completely different relations with the US than China and we are very friendly. We even have an extradition treaty together and they could possibly extradite him to the US.
