Of course, I can take this further by saying, when the griefer is killed he spawns back at the Last City, as a sort of punishment. And maybe it can be a 24 hour bounty but the troll has 5 minutes real time after he spawned to run, after those 5 minutes he is flagged as free to kill. Troll hunting anyone?

This! But there would have to be strong limits on how you add to someone's bounty.

Well either the increments to bounty are so small that it limits that, or have a time limit till you can put a bounty on someone else. I can imagine a large group of people spam bountying(?) someone though, so I can't think of any restrictions on that. Because for all we know, that person could be just really annoying. Every system has a flaw though.

I think time limits between bounty-tagging would be good. Or perhaps you must reach a certain status before you can award bounties?

Status not a good idea. As most trolls target lower levels, I was thinking maybe putting a bounty on someone could also cost currency.
