Interesting issue. I can't repro, but that doesn't mean it doesn't exist. I'll fire off a bug, but in the mean time write shorter novels.

1366x768 resolution at 125% (ctrl and + twice) zoom using Chrome should do the trick. Interestingly, it's less of a problem on Chrome because unlike on Firefox the Bungie bar at the top doesn't follow you as you scroll. On Firefox you either need to resize the text box or zoom in or out. Is this an intentional feature for the top bar not to follow you, or is it a Chrome bug?

Does this ever happen for you when you don't zoom in, or do you have to zoom in to reproduce it?

I have had this problem as well and I am not zoomed in.

It only happens when zoomed in to 125%, but at 110% the message box stretches beyond the bottom of the screen before the scrollbar kicks in meaning you have to resize to be able reach the send button. Firefox and Chrome both have the issue at 110%, the Bungie Bar stops following at 3 zooms (150%) with the taskbar at the side it requires side-scrolling. With the taskbar at the bottom the bar stops following you at 125% in both Firefox and Chrome. I guess the taskbar at the side is probably a bit of an odd one. If the solution to this is ever "well, don't zoom in..." grumbling might happen.
