It's not really forcing anything. The pandas don't know they're almost extinct, there is no sense of urgency for them.
As long as the numbers are under 10 000, which I believe is the number required for a species to be capable of surviving naturally, they need help.

They need help to survive but we shouldn't bother. We should focus our efforts on other species for conservation because there's so many to choose from that we have to let some of them go extinct. If we don't start acting more selective then other more important species could go extinct because of it which may or may not irreparably damage the local ecosytem and everything attatched to that food web which would be very very bad for all species involved in the process. However pandas aren't important for their local ecosystem at all; as much as we may hate to abandon Pandas in their time of need; it may very well be an important sacrifice to focus our efforts on more important speices. This is the harsh truth of the matter I am afraid and we need to face up to this fact.
