Officially. Helping create a stable Syria (in other words, helping end the war) is also important for Israel who fear the war will spill over into their country.

Something Israel cannot achieve without an all-out air and ground campaign. They have no definite targets and no definite frontlines to back. There's also the fact that large portions of the "FSA" are islamists who hate Israel, so Israel has little interest in helping to change the status quo, because they'd only be promoting an anti-Israeli neighbour.
