Nah man it wasn't the government but the crock pots... And by that I mean the ceo's at the crockpot industries who were losing business from people buying pressure cookers. So they hired these 2 people and told them to specifically use pressure cookers so that the bombs would be discovered, thus banning them in all of Boston. BOOM, MYSTERY SOLVED!
