As a Brit with [url=http://speedtest.net/result/2637429722.png]this connection[/url]. I can confirm Halo 4 still had people teleporting around earlier, in 2 out of 5 games. It's odd, and definitely happens a lot more than on Reach.
But I have no idea why this could be, your problem on the other hand looks more like your own connection issues.

Again, I play many other games and I have no problem connecting, and it'd be more of a coincidence for only Halo 4 to have this problem when I play I was just playing Gears 3 the other day, which has "dedicated servers", and I still didn't lag, I even pulled host in two Horde matches I'm not discounting that fact that it could be me, but I doubt it very much
