As a matter of fact, it's not okay, for anyone. Josh Holmes was quick to apologize everyone who might have been offended by it. Frankly, we often don't even think someone might be offended by something we say, or in this case, show, until someone comes and tells us. Doing mistakes isn't a bad thing, not learning from them is. That image is now being used in contexts far worse than its original intention. Not that I'd expect people on the internet to understand, not even mentioning being courteous. But they still carry the responsibility for their own words. So, I don't think it was any more appropriate for Josh Holmes to use the image than for any community member. But the difference between those two is that one apologizes while the other is left wondering why they are constantly getting banned. No one's expecting you to be nice on the internet, but that doesn't mean you get away with not being nice.
