Certainly seems that way. Again, we don't know exactly where the Humans who populate the Last City came from. If they all just woke up from cyrogenic storage and realized "Oh hey, everyone else is dead, and we can't remember anything, but hey, let's make a city under this orb thing!", it makes sense that the companies who provide the most useful services would naturally rise into power.
